Zero Tolerance Policy
RAWBIT FOUNDATION has ZERO tolerance towards child abuse and will remove any person whose behavior is found not in adherence to this policy.
RAWBIT FOUNDATION is committed to ensuring all children are safe and protected. The safety, rights and well-being of children participating in our programs is a priority in our daily operations.
Our Approach
Children have the inalienable right to protection and safeguard from all forms of abuse, maltreatment, and harm. RAWBIT FOUNDATION is committed to maintaining an environment in all its program locations that is positive and nurturing where children feel safe and secure.
Any form of humiliating treatment and abusive treatment is not only a violation of the child's right to protection from violence but also counterproductive to learning and development, which are the primary purposes of education.
This Child Protection Policy is guided by the National Policy for Children 2013, Protection of Children from Sexual Offences Act (POCSO) 2012, and UN Convention on the Rights of the Child.
Purpose of this Policy
- To promote a safe and positive environment conducive for learning and development
- To clearly state our position on the safety and protection of children
- To define the roles, responsibilities and accountability of all stakeholders
- To enable staff to recognize signs of abuse and report them immediately
- To establish mechanisms for monitoring, review and implementation
Guiding Principles
- Recognizing the right of children to survival, protection, development, and participation
- Zero tolerance towards any and all forms of child abuse – physical, emotional, sexual
- Respecting the dignity, liberty, equality, and freedom of children
- Belief in the child's own agency and ability to contribute effectively
- Acting in defense of the best interest of the child
- Respecting confidentiality and the right to privacy of children
- Belief that child protection is everyone's responsibility
Child Protection Code of Conduct
Prohibited Actions
No employee, volunteer, donor, or representative shall ever:
Language & Behavior
- Use inappropriate, harassing, abusive, demeaning or culturally inappropriate language
- Embarrass or humiliate any child
- Discriminate based on caste, economic status, culture, age, gender, disability, religion, sexuality
Physical Discipline
- Use physical means or corporal punishment
- Subject children to painful body postures
- Slap, spank, pinch or hit children
- Throw objects at children
Sexual Misconduct
- Develop relationships that could be deemed sexual, exploitative or abusive
- Behave in a manner that is sexually provocative
- Touch, kiss, hug inappropriately
- Have inappropriate conversations of sexual nature
Privacy & Technology
- Take photos/videos without permission
- Upload content online without authorization
- Share personal mobile phones unsupervised
- Create, view or distribute inappropriate material
Exploitation
- Use children to run personal errands
- Give cash or gifts in personal capacity
- Encourage use of alcohol, drugs, cigarettes or intoxicants
Safety Violations
- Place a child at risk of abuse or exploitation
- Be aware of abuse and not report it
- Bring unregistered individuals to program locations
Required Actions
All representatives MUST:
- Treat every child equally, with empathy and respect
- Make children feel heard and respect their views
- Be dressed appropriately in the presence of children
- Ensure another authorized adult is present when working with children
- Seek permission before taking children for outings
- Keep data about children confidential
- Report any violations immediately to the Child Protection Committee
Safety Measures
Safe Environment
- Open and visible spaces
- Access control at entry/exit points
- Daily visitor logs
- No locked rooms during operational hours
- Safety nets during construction
- Separate bathroom access for girls
Transportation
- Only closed vehicles (autos, buses, cars)
- Never exceed vehicle capacity
- Children accompanied by authorized adults
- Single mode of transport (no breaks)
- Written consent from parents/guardians
Communication
- No contact after designated hours
- Emergency contact only with permission
- No social media connections
- Alumni contact through caregivers only
Training
- Mandatory CPP training for all staff
- POCSO Act awareness sessions
- Child rights education
- Redressal mechanism training
- Confidentiality protocols
How to Report Concerns
Any child, parent, teacher, staff member, or individual who suspects abuse may report concerns to the Child Protection Committee.
Immediate Actions Required:
- Take the child to a safe place immediately
- Provide professional counseling
- Ensure confidentiality - no public scrutiny
- Let the child narrate without probing
- Reassure the child their problem will be addressed
- Inform parents/guardians promptly
- Preserve evidence if applicable
Timeline: All reports must be recorded immediately. The Child Protection Officer must inform the committee before close of day. Sexual abuse cases must be reported per POCSO Act without delay.
Child Protection Committee (CPC)
The CPC is responsible for addressing all incidents, conducting inquiries following principles of natural justice, and ensuring child safety.
Committee Composition:
- Minimum 5 members (odd numbers)
- 50% must be women
- 60% must be permanent staff
- Representatives from programs working directly with children
- One Board Member
Inquiry Process:
The CPC will investigate by interviewing all parties, reviewing evidence, and making determinations based on findings. Consequences may range from revoking privileges to termination, depending on the severity.
Restorative Justice: The CPC commits to the 5 Rs - Relationship, Respect, Responsibility, Repair, and Reintegration - wherever possible while protecting child safety.
